Why should I not enable trust_visitors_cookies?

I found this option in the FAQ and I am wondering why I should not enable it even if I don’t track an intranet site. Isn’t cookies or a combination of IPs and cookies always a better option then only IPs?

No → some browsers change cookie values on each page

That is the default in Piwik, using a combination of IPs and cookies
