Why cron job don't work by using Windows Scheduler?

the cron job can works on web.

but when I run it by windows cmd, the message shows like this:

Fatel error: Class ‘Archiving not found in C:\PHPNow\htdocs\piwik\misc\cron\archive.php’ on line 67

my os is win server 2008 x64. Is there sth wrong with my X64 os? or my php’s enviroment?
