What exactly is server time and local time

Piwik has some reports like "Visits by Server Time " and Visits by local time …what exactly it means by them

Server time

  1. Time as per timezone of server howting piwik or set super admin
  2. Time of website server time ?

Local time

  1. User local Browser time visting website
  2. Local server time where piwik is installed

I could not find this information any where in piwik documentation , its so confusing , please answer my question

1. Server time

As when you configure a new site as measurable you define the timezone:

I think we can consider the server time is the one of the website server

2. Local time

When you click on the information icon, you have some additional information:

Then Local time is visitor local time…
