Hi,

It should call an URL similar to

https://api.matomo.org/1.0/getLatestVersion/?piwik_version=3.4.0&php_version=7.1.15-1&mysql_version=5.5.5&release_channel=latest_beta

So the host is api.matomo.org

Yes. And the whole Marketplaces uses plugins.matomo.org (e.g. https://plugins.matomo.org/api/2.0/plugins)
