Tracking with Matomo and Cookiebot without Cookie consent

Hi,
i used this documentation: https://matomo.org/faq/how-to/using-cookiebot-consent-manager-with-matomo/ I implemented the path 2a) “Cookie Consent”. Given my understanding, this should be the cookieless option, when no consent was given. In my tests pageviews worked fine with consent, but without only the first page was recorded.

Did you have similar experiences? Is it working for your?

What do you mean exactly with:

What happens when consent is not given (for page 1 and page 2)?
What happens when consent is given (for page 1 and page 2)?
Didn’t you forget to add JavaScript codes on all pages?
