Hi, I’d like to monitor a link to a file hosted on our domain-based web server. The link is in an email sent monthly as a newsletter to a group of users. I’d like to understand how to monitor downloads of this file.

You can use matomo’s campaign function to measure link clicks on the email side. This helps if you want to directly link to the download file from your email. read here: Campaigns User Guide - Acquisition and Marketing Channels - Matomo Analytics Platform
Or you can establish a landing page where the users then can download the file and use matomo tracking code on that page. And then link to that page in your email.
