"This opt out feature requires JavaScript" - problem (probably) with wordpress plugin and js

The opt-out clause appearing on the website contains the information “This opt out feature requires JavaScript”. I don’t know what WordPress plugin is responsible for this. Please help as I turn plugins off and on but it doesn’t work. Matomo diagnostic panel shows some problem, but I can’t locate it. Thank you in advance for your help.
