The geography determined by Piwik is wrong

These two geography locator sites work correct and identify my IP with Armenia. But Piwik thinks that I am from the US. Why? Is it a configuration problem??

this IP is shown as US, but when I search I find it is from Hamburg, Germany…

IP: 85.183.26.0
