What kind of user access do you need to have Tag Manager or do you just need to have a super user give you the feature? Currently, I have ‘writer’ access and cannot access Tag Manager.

I think the default minimum role the user needs is Admin (ie measurable admin, not Matomo superuser)
If I am not wrong, as soon as the user has at least View role you can add Tag Manager capabilities:
