Support a token_auth restricted to tracking API

Hi guys,

It would be great if had the ability to create a token_auth restricted to tracking sites instead of being Admin or SuperUser. This would allow us to call API from untrusted clients (like mobile clients, for example) without exposing the piwik installation.

What do you think?
