Is there a way to use segment to get data by time of visit? For example, Can I get visitors who visited on 15th July, 2015 between 2 PM and 3 PM with segment?
You can create a segment, click on segments > all visits > add a new segment. Also you can compare data by using comparison dashboard plugin. Try this, it will surely help you.

Yes, you can use the segment “Local time” to segment on local timezone, or “Server time”
Today I was trying the same thing, creating a segment based on the local time of the visitor and I did not succeed. I could only choose the criteria-selection options “is (not), contains(not) or starts/ends with”. One would expect a way to easily select a time “greater than 13:00” and "smaller than “19:00”. Something like the options in the filtercriteria for IP-address segmentation. Or is there a way to create this segment with the current options? (using Piwik 2.16.1)
