I’m looking for an app that will be used to gather stats from archived Apache web server access log files. Can Piwik do this or does it only really work on live data?

Piwik only works on live data and only through javascript directly with the visitors.
There are some tickets in the developer zone for a “push api” which could be used to import other data but currently thats not implemented.
