Problems with locales

Hi,
There are some problems with locales in translations files.

First in “Norwegian Nynorsk”: the locale is empty
Second in “Belarussian”: the locale is the same as russian

if you can submit patch to correct erroneous locales, it would be great style_emoticons/<#EMO_DIR#>/wink.gif please create aticket if you have a patch
