En ce qui concerne Matomo, votre IP affichée se termine par 0.0, c’est bien normal, il s’agit de l’anonymisaiton de l’adresse IP (puisque vous vous souciez de la vie privée de vos utilisateurs, et c’est très bien ! 
). Par contre, il faut bien s’assurer que la géolocalisation soit effectuée avant l’anonymisation, et pas après (source : Setting up accurate visitors geolocation) :
Geolocation and Privacy
A couple notes about Geolocation and Privacy in Matomo:
- The geo location database is installed in your server, so your visitor IP addresses (and any other of your data) will never be sent to an external geo location server.
- If you enable IP anonymisation (which is the default in Matomo), then by default Matomo will not store the full IP address in the database, but it will still use the full IP address to get the geo-location information (for better accuracy). For better privacy, you may change this setting in Matomo Settings > Privacy > Anonymize data, and under “Anonymize Tracking Data” set the setting “Also use the Anonymized IP addresses when enriching visits.” to “Yes (recommended for privacy)”.
Dans votre cas, il semblerait que l’IP anonymisée soit utilisée pour la géolocalisation, il faudrait donc sélectionner “Non” à la configuration Vie privée > Anonymiser les données > Utiliser les adresses IP anonymisées pour enrichir les visites.
En ce qui concerne votre IP à vous (Paris), il faut voir avec le service qui vous fournit Internet…
