Problem with Custom HTML in Tag Manager

How are you?
I want to grand access users to create Custom HTML Tags in Matomo Tag Manager.

Here

I’ve seen that: “During the beta of the tag manager, all admins and super users can create tags”.

Now the user have this rights but it doesn’t work for custom tags.
