Wenn Matomo mit Cookies auf z.B. Wordpress läuft und diese Cookies dann von einem Cookieblocker (Wordpressseitig, also nicht Browser) geblockt werden (consent tool): Trackt Matomo dann gar nichts mehr, oder fällt es dann automatisch auf javascript zurück und trackt damit?

Es gibt keine Cookieblocker (zumindest kenne ich keine).
Man kann nur Tools schreiben, die Matomo sagen, dass es keine Cookies verwenden darf (https://developer.matomo.org/guides/tracking-consent) und in beiden Fällen trackt es normal mit Javascript

Widerspricht sich das nicht mit folgender Aussage vom Support von Cookiebot? Zumindest wird das script gestoppt und somit das erzeugen der Cookies blockiert, oder?
I cannot give a solution on the cookies set or not but I think you will need to contact directly Matomo or the WordPress plugin developer, our scanner still detects the cookie and that is because is still being set from that script. We do not have control of the cookies, our solution only detects them and blocks the script.
I tested locally the script to disable the cookies and seems that work but as you mentioned might disable the tracking.
Wenn das Script blockiert wird, dann ginge vermutlich auch kein Fallback.
