That isn’t the full blown Joomla package as there used to be… I had to install Piwik using the old install method and then through Joomla, I installed the plugin that you found…
Already went down that road.
Within the last few months, this link (which contains the full blown Joomla component) does not work anymore…:

If not, were you all ever going to create an install piece for Joomla?
