Piwik can't initialize character set utf8

The Piwik analytics page displayed error SQLSTATE[HY000] [2019] Can’t initialize character set utf8 (path: /usr/share/mysql/charsets/) so I could not access the admin interface,
Any idea on why is this?

Do you access the MySQL database with a simple MySQL client?
