Matomo still drops a cookie despite it is set to not use cookies

Im trying to avoid having to have a cookie banner at my site so Im disabling any cookie that is set, but Matomo still drops some cookies despite being disabled. I searched and found this:

GDPR doesn’t care about whether a cookie is essential or it ‘increases user security and privacy’. If cookies are being set, a cookie banner and consent are required.

Is it possible to prevent Matomo from dropping any cookie including functional or security ones so that a cookie banner wont be necessary?

Thanks, I did see those but cant be sure whether that would fix my problem - Im using Matomo for Wordpress, I already disabled cookies, but it still sets a functional cookie.

In the 2nd link above it mentions this:

Certain configurations of Matomo may be used without consent for analytics purposes (refer to the ePrivacy and National Implementations guide)

Not sure if this answers your question that those functional cookies might not need consent. Maybe ask directly Matomo support about it as this is per their policies too.

There’s a lot of write-ups and interpretations in those pages, but afaik you have to show a cookie banner if you are setting functional cookies even if they don’t require consent:
