Hiho, meine matomo Installation bittet darum die Datenbank auf utf8mb4 zu konvertieren. Dazu wird ein Befehl für die Kommandozeile angeboten. Dieser funktioniert nicht, weil etwas fehlt.
oder nach vorherigem cd in das Installationsverzeichnis:
$ php ./console core:convert-to-utf8mb4
Darauf folgt:
This command will convert all Matomo database tables to utf8mb4.
Tracking will be disabled during this process.
If you want to see what this command is going to do use the --show option.

Ich würde nicht unbedingt sagen, dass etwas fehlt. Die Datei startet mit einem Shebang (#!/usr/bin/env php), somit weiß das os, womit es ausgeführt werden muss.
Der Grund warum es bei dir nicht funktioniert ist einfach, dass die executable permission fehlt. Du kannst also die Datei leicht mit chmod +x ./console ausführbar machen.
Es direkt mit php aufzurufen ist aber natürlich auch okay und manchmal einfacher (wenn man viele verschiedene php-cli herumliegen hat).

Es ist eine alte Piwik Installation, die schon zig mal den (Virtual) Server gewechselt hat. Wie ich in meinen privat Tutorial sehe, hatte ich das Problem schon einmal bei etwas anderem, und da eben auch die Lösung notiert. Mit chmod +x fange ich nicht erst an. Zumal da jeder wissen muss was die Gefahren dabei sind. chmod kann alles schrotten.
