I have integrated Matomo without cookies. What exactly does the Matomo opt-out available in the settings do? Is it only used with the cookie-based version, or does the opt-out completely block Matomo tracking?

Opting out in cookieless mode prevents the visitor from being tracked completely. In this case, the visitor receives an opt-out cookie.
