Greetings, I enabled Tag Manager but have no way to create a container, see below
Is there something else that needs to be done?

Are you using an adblocker, or something that blocks request (maybe mod_security or mod_pagespeed)?
You could also try opening the browsers developer tools and check why requests are failing.
