How to enable Campus GEO IP after install the plugin

I’m using VPN. The country is not accurate when using GEOIP (PHP). So, I decided to use Campus GEOIP. I’ve installed it through matomo but how to activate it?

I think there is some configuration in Administration>System>Geolocation

I am also unable to use this plugin after installing it. I have also populated the database, but it still says that this plugin is not installed.
