Is there a way to perform some action from within Piwik when a visit is logged in Piwik.
Some Action could be sending a notification to some other application by accessing a URL.

Piwik doesn’t have this feature out of the box but you can develop a plugin for it.
The documentation on developing a plugin is located in Plugins and Themes - Analytics Platform - Matomo and in http://piwik.org/docs/plugins/
I believe this might be covered by the planned Alerts plugin.
