Hits coming from the same IP and same user and same browser (etc.) are not combining and being read as multiple records. I looked at the logs and I can’t see a reason why Piwik isn’t consolidating the records when charting visits, etc.
Is there a setting I’m missing for this?
That would be the case if the user has cookies disabled and heuristics matching is disabled. Look in config/global.ini.php, and set to 1.

Alas, the enable_detect_unique_visitor_using_settings is already set to 1. I know that the visitor is coming through a caching web proxy and that it was collecting the visits into one display record a month or so ago.
