it can be perfect if Piwik can identify a user enters many times from advertising campaign (like Google adwords) to the website with the same user by IP / Cookie / another means of identification
additional proposal is to create an automatic alert, for example to count 2-3 clicks from the same source, and then that Piwik will display fraud alert.
