Is there a way to track a local anchor click within a eNewsletter?

By this I mean:

  • a user receives a email (tracked by the loading of a gif on the tracking server)
  • user clicks on a link in the contents part of the email. The email scrolls down to a assigned anchor (#link). How do I track this link click? Is this possible?
