During setup, URL is ignored

During 0.6.4 setup and install, you are prompted for the “name” and “URL” of your website.

After completing setup, if you go to Settings > Websites, you will find the URL has been set as example.com.

Just installed 0.6.4 still have this problem.
After intallation connot change any website details url or currency cannot add new sites style_emoticons/<#EMO_DIR#>/sad.gif

Just tested - same problem with an older updated installation style_emoticons/<#EMO_DIR#>/sad.gif

What to do? Downgrade?

Can you tell me please what is the Manifest.xml and parameters.xml in the latest-folder for? where to upload or not?
