I cannot access it during the last days.
Yes, it comes and goes. We are aware of the problem and should have this fixed soon. (It looks like a memory leak in one of the Trac plugins we use.)

Is there any other source of documentation than dev.piwik.org and code? I need very quickly information how to create custom pluigns, goals, etc., and while dev.piwik.org is down it’s going to be a quite difficult task.
At the moment, there’s no official mirror.
