if “Turn off visits and visitor profiles” option is on, does Matomo track by default the information mentioned here?

I think you mention the measurable setting… In this case, you cannot access the Visitor Log, and neither the Visitor profile screens. Probably also segmentation on user ID or Visitor ID should be also disabled.
