Create new theme using windows

I succefully installed matomo on my windows server .
Now i need to change the look(add banner , change icon color, add extra div)
So by creating a new Theme i recive this error :

E:\WebSites\matomo\matomo\plugins>./console generate:theme
‘.’ is not recognized as an internal or external command,
operable program or batch file.

any idea how can do this using windows
