With admin rights you can create custom dimensions. Why can’t you change the scope of the custom dimension?
If you accidentally set the scope incorrectly (and the id of the custom dimension should be the same across all sites), you will need to ask a system administrator for a DB change.
Perhaps the creation of custom dimensions should only be possible for super users?
