I am trying to create what should be a simple segment of visitors from the United States AND the Page URL does not contain /learning-center . However when I look at the User Log I see traffic for /learning-center. The objective is to see all visits from the US excluding those to pages under this directory. Also are segments retro active?

I think you just don’t have users who visited ONLY pages not containing /learning-center…
I think you can reach your goal using a visit custom dimension. This dimension (for example Learning center reached) must be set (for example yes) only if the path is reached (the visit dimension is updated only if value is set).
Then your segment would be: visitors from the 'United States' AND Learning center reached Is not 'yes'.
