Can I create Goals or Funnels or Custom dimensions for a Roll-Up measurable?

This is currently not possible. The Roll-Up measurable will show you aggregated conversions and conversions rate across all websites that you have selected. However, it is not yet possible to create Goals, Funnels, or Custom Dimensions for a Roll-Up measurable

Goals and funnels are not available in a roll-up

If you use cross-domain tracking https://matomo.org/faq/how-to/faq_23654/ they should be seen as the same visitor.

Is it correct to say that the current version of cross domain linking always implies a cache buster.

It’s possible to have #pk_vid= instead of &pk_vid=?

Is it planned that goals can also be created in roll-ups?

There no plans to add goals for roll-ups.
