Deliverly time could be at 9 or at 10.
It depends on the day despite the setting so as to receive reportmail at 9.
We updated to Matomo 3.5.1 from piwik-2.16.3 which we used to use in the
past to solve this problem, however it has been occured yet.

OS CentOS Linux release 7.2.1511 (Core) x86_64
Matomo 3.5.1
MySQL Ver 14.14 Distrib 5.5.48, for Linux (x86_64)
While we did update referring to ChangeLog below because thought it got
fixed on version 2.16.3, it seems like the problem has not been improved.
