Overlay stuck at "loading"

Hi,
I noticed that you can’t use Piwik’s Overlay for a website without tracking code.
For ex. I had tracked a site couple of weeks then I removed the tracking code from the html pages. When I was trying to take a look at the reports overlay, the side menu is stuck at “loading”.
My question is if this is by design or it’s a bug.

it’s by design: we need Piwik.js in the page to display the overlay.
