Please advise why there’s no way to install piwik under a https:// domain.

When I try to install piwik on a https:// - Domain I get an the following error message:

403
GET request zu piwik.php fehlgeschlagen. Versuchen Sie, diese URL in die Whitelist von mod_security und der HTTP Authentifizierung aufzunehmen.

How do I proceed?

I don’t get this error when I install piwik under http:// domain

ask your web host or sysadmin, as this is a server configuration, not piwik issue
