By default it does not seem like mobile devices are detected. Other threads seem to detect some but we have tried many different ones and Matomo does not seem to recognize or log any. Any help or suggestions would be greatly appreciated.

Matomo supports detecting mobile devices the same as desktop users.
The simplest way to find out is normally checking for failed requests in the network tab or errors in the console of your browsers developer tools.
On mobile that’s a bit more complicated, but if you have an Android device you can plug it into an pc and use the desktop of firefox or chrome to debug the browser on the phone (the same works with iOS and Safari on MacOS).
If you can’t find an error, you can temporarily enable logging (Tracking HTTP API: API Reference - Matomo Analytics (formerly Piwik Analytics) - Developer Docs - v3). That way Matomo responds with an verbose log to the piwik.php?...
