I have installed the iplotcation plugin, and am using the demo sample bin file, i would like to know how to convert the CSV file LITE Edition so that i can replace the demo sample bin file.

What version of Piwik are you using?
Do you mean “IPlocation”? If so, there’s no such plugin in recent versions of Piwik, and the functionality is now implemented as part of the standard release and merely needs to be activated by downloading the .bin file from MaxMind, re-naming it, copying it to the proper directory on the server, and then activating the feature by configuring Piwik’s settings properly.
MaxMind updates its databases regularly, and you can download the GeoLiteCity one for use with Piwik from this URL:
