How do you handle 'tracking only allowed by apple' aka 'apple safe browsing'

Does any one know if there is something different about the apple gateway and ‘regular’ vpn/proxy services.

Like does it try to hide users by randomizing user agents.I thought I saw this, but could also be a scanner.
