How do I contibute a plugin to the community

we are working on a plugin which is tracking users and scoring them depending on their behavior. I would like to give this back to the community. What is the best way to contribute a plugin so other users could install it?

This is the documentation on the API which allows you to integrate the score with your other systems e.g. crm etc…
