Goals and admin-permissions

Hi.

We have a little conflict concerning permissions. Usually we create standard accounts for our customers to give them access to the stats of their website.
But when they want to create goals, they can’t do it.
Unfortunately, when I switch them to a site admin account, they can see much more then I want them to see. They see all other users, can give them permissions and see security warnings.

Is there any other way to let them define goals?
