Maybe you had a really bad timing and Matomo tries to update the https://download.db-ip.com/free/dbip-city-lite-2020-04.mmdb.gz file (because it was already april), but the file was not yet published by db-ip yet.
Maybe,
i had three reports of this failure (01:00, 02:00 an 03:00)
but then no more.
