Error after install on Windows Server 2008

I tried installing Piwik on a Windows 2008 R2 server and get the following error when navigating to the website I installed it to:
The directory “E:\websites\analytics\piwik/tmp/cache/tracker/” does not exist and could not be created

I have seen similar topics posted here but it looks like the answers always assume it’s on a Linux server. Any ideas why this happens? If I manually create the folder path, then an error states the directory is not writable. Does a different account other than the System account need be added?

Playing around with permissions again I figured it out. I needed to explicitly grant the IUSR group write access to the whole piwik folder.
