Enabled Development mode but cannot see development option in UI

I have installed Matomo in Suse linux server. I enabled the development mode using ./console development:enable but I still do no see development option in admin menu from superuser.
I am using 3.13.1 matomo version.

Was the command successful?

Can you see such a section in the config.ini.php?

Yes, I can see that in config.ini file. But not able to see the development section in Matomo . Config.ini is in the Server where I have installed Matomo.
I have also installed and activated the plugin from the UI and console both.
