Can I use Piwik to build out a platform?

I basically want to be able to track my user’s websites and present the data in my web application, pretty much exactly how Google Analytics does it (Like the user adding the script tag to start tracking). I also want to be able to build out custom UI for the dashboard.

Are these things possible using Piwik?
