Blank page accessing CoreAdminHome module

Hello!
First of all thanks to all the developpers, this soft is amazing!
I manage to install successfully piwik 1.8.3 on my website, so far I managed to access all the tabs, pages and modules appart from 1 in settings: CoreAdminHome.
Basically I got a blank page when accessing the CoreAdminHome module (general settings). Nothing happens if I try to refresh the page. Any idea?

I am on Win7 SP1 and use IE9.

Hi Matt,
Thx for that but it has not changed anything although I have updated config/config.ini.php as follow (see attached image).
What else could it be?

When you open the blank page, do you see any error in your webserver error logs ?
